As you transition to the identification of the problem, maintain the audience's attention by concisely stating and explaining the problem, as well as providing facts illustrating the consequences of maintaining the status quo. Strongly address the question of WHY the audience should be concerned and create a sense of urgency. Be sure to back-up any statements you make. Remember, if you cannot convince the audience there is a problem or inspire them to care about the problem, it will be difficult to convince them to take action.
