Website terms and conditions are not the same as subscription terms and conditions. Generally speaking, website terms and conditions represent an agreement between the owner of the website and any visitors to the website on the open internet. Insofar as library subscriptions involve the expenditure of state funds, subscription terms and conditions must be reviewed. Given website terms and conditions do not involve the expenditure of state funds, the library is not required to review these types of agreements. However, as a best practice the library should review website terms and conditions for any terms that might be triggered by a library subscription. If such terms and conditions are identified, website terms and conditions are subject to the same review process as subscription terms and conditions.
